> Both can carry a design toward implementation. We compare shared design context, layout rules, and hosting responsibilities through the same responsive interface task.

A responsive interface is more than a set of screenshots. Developers need to understand spacing, resizing, states, and the reusable decisions behind each component. Figma and Penpot both support design collaboration; this comparison follows the handoff of one responsive settings page to see where each approach needs attention.

## Figma: a shared design and handoff workspace

[Figma Design](https://www.figma.com/design/) combines interface design, prototyping, and collaboration, with Dev Mode providing a developer-oriented handoff surface. For the settings page, the team can keep the components, alternate states, and discussion in the design workspace.

The test is whether the file communicates behavior without its author narrating it. Give the developer the same component states and resizing expectations the designer used. Check that access and the relevant handoff features are included for the people doing the work; do not assume every collaborator needs the same seat or plan.

## Penpot: layout rules tied to web standards

Penpot’s [flexible-layout documentation](https://help.penpot.app/user-guide/designing/flexible-layouts/) describes Flex Layout built on CSS Flexbox and a Grid Layout workflow. It also documents obtaining code and specifications. Those shared concepts can provide a useful vocabulary when the design must adapt to different widths.

Penpot also offers a self-hosted route alongside its cloud service. [Its self-hosting guide](https://help.penpot.app/technical-guide/getting-started/) explains running an instance on infrastructure the organization controls. That makes hosting an explicit part of the decision: someone needs responsibility for operating and maintaining that instance. Control over the environment comes with work.

## Hand over the same page

In each tool, define the page at narrow and wide widths, include an error state, and document the spacing rules. Ask a developer to implement it without extra verbal instructions. Record the questions they need to ask, the rules that survive resizing, and the parts that require manual interpretation.

Generated snippets are a starting point for inspecting intent. The final application still needs semantic markup, keyboard behavior, data integration, and tests. Evaluate the time spent resolving ambiguity and the team’s hosting and collaboration needs, rather than expecting a design file to become a finished application automatically.

This is a documented-workflow comparison, not a measured usability test. Capability descriptions link to official documentation above. [Smashing Magazine’s Penpot Flex Layout explainer](https://www.smashingmagazine.com/2023/06/penpot-flex-layout-building-css-layouts-design-tool/) is useful background on CSS-based design; it dates from 2023 and discloses support from Penpot. It is not a current head-to-head test.
